Process versus Functional Governance

AI governance is often organized by function.

Legal reviews legal risk.

Cybersecurity reviews access.

Privacy reviews data.

Platform reviews architecture.

The business reviews value.

Every team can complete its part, and the overall process can still fail.

That is the gap between function governance and process governance.

Function governance asks: Did my team complete the required review?

Process governance asks: Is the full workflow controlled from beginning to end?

An AI-enabled process rarely stays inside one function.

It may start with a chatbot, access sensitive data, make a recommendation, update a system and trigger an external communication.

The real risk often sits in the handoffs.

Who owns the full outcome?

Where does human judgment enter?

What happens when the AI takes an unexpected path?

Who can stop the process?

Who is accountable when every individual control worked, but the end result was still wrong?

We still need strong functional governance. Legal, privacy, cybersecurity and technology expertise all matter.

But those controls must be connected through clear end-to-end process ownership.

Because AI risk does not respect organizational boundaries.

And governance cannot stop at the edge of a department.
